Costs carry the most weight, but we also check whether a low headline fee belongs to a usable card with clear eligibility.
The full provider cost bundle
FX and conversion carry the most weight, followed by plan, top-up, card-spend, ATM, acquisition and provider transfer costs where they apply.
Unknown is not zero
An undisclosed material fee is penalized instead of being rendered as free. Non-applicable costs, such as ATM fees on a card without ATM access, are labeled separately.
External network costs stay separate
On-chain gas and bridging costs are wallet or network execution costs. They are not modeled as card fees and do not improve or reduce this ranking.

No. It means the strongest result across the cost bundle on this page. A card can lead while still having route-specific, regional or third-party charges.
How do you treat an unknown FX or conversion fee?
It is treated cautiously. The page never substitutes 0% for a fee the provider does not publish.
Do gas and bridge fees count as card fees?
No. Those are external network or wallet execution costs. Provider transfer, conversion, payout and card charges remain in scope.
Why can a virtual-only card rank highly here?
Costs take priority over form factor. The page still labels missing physical or ATM access so a low-cost card is not mistaken for a fully featured one.
